Requesting funding is the responsibility of the Country Coordination Mechanism, a national committee made up by representatives from all sectors that work in the response to lessen or eliminate the impact of the three diseases and to strengthen the health systems. HIV, Tuberculosis and Malaria. Every qualified country, through its Country Coordination Mechanism, submits funding applications for eligible components of the disease on behalf of the whole country.

Funding is available for a three year period, known as ¨allocation period¨. Starting January 2017, the countries may request funding for the allocation period 2017-2019, submitting their applications during the submission time included in such triennium.

The Global Fund is aware that the needs and the situation of each country are different. We provide grants to countries with a population of tens of thousands and a high load of HIV up to countries with a population of tens of millions and a moderate malaria load. So, the Global Fund has presented an allocation period 2017-2019, and it also has presented a differentiated application process that allows producing high quality applications effectively.

There are three types of applications:

  • Applications for the continuation of programs. In the continuation of programs the funding application process is drastically simplified for programs with good performance which have been recently reviewed by the Technical Review Panel and those that do not require a significant change of the program.
  • Adapted review applications. The documentation for the adapted review funding application has been designed specifically to respond to four circumstances: challenging operational environments, transition of programs that will stop receiving support from the Global Fund, countries where it is adequate to implement innovative approaches such as pilot programs based on the national strategy, and countries that request substantial changes in the program.
  • Full review applications. Full review is a comprehensive general review of the approach and strategic priorities of a program.

In some cases, the application´s approach is firm: countries in the last allocation period must follow the adapted review transition. However, all the other applicants may choose a full review if they believe that their program needs a general change.

Countries must prepare their funding applications through a consultation process and they must show that the funding application is in line with the country´s National Strategic Plan for the disease. Countries with a high rate of co-infection of tuberculosis and HIV, must submit a joint funding application that combines the response to both diseases.

This process favors the efficient elaboration of high quality funding applications, which allows freeing up time and resources to focus on the execution of the grants.

Submission dates

The Country Coordination Mechanisms may submit their funding applications for the allocation period 2017-2019 during the submission times set forth along this triennial. Hereafter the submission dates for each review term and subsequent assessment from the Technical Review Panel. Keep in mind that funding applicants for the continuation of the program must submit their application within the review term 1.

Instructions for the Application for the Continuation of the Program

These instructions are a guide to submit the application for the continuation of the program. This guide is intended to help applicants in determining whether the approach of continuation of the program is the most suitable one to access the allocation of the Global Fund for 2017-2019. Once the application is completed, it will be subject to the validation from the Technical Review Panel (PRT)1. Be sure to read and fill out all sections implied in its development. The application for the continuation of the program includes a self-assessment of the applicant. When preparing this application there should be an inclusive dialogue with all sectors in the country, with the participation of stakeholders on the basis of a Health National Strategy, a National Strategic Plan on diseases or an investment assumption.
