{"id":7125,"date":"2019-01-25T19:25:15","date_gmt":"2019-01-25T23:25:15","guid":{"rendered":"http:\/\/plataformalac.org\/?p=7125"},"modified":"2019-01-25T19:25:21","modified_gmt":"2019-01-25T23:25:21","slug":"call-for-expression-of-interest-civil-society-advisory-group-for-the-gap","status":"publish","type":"post","link":"https:\/\/plataformalac.org\/en\/2019\/01\/call-for-expression-of-interest-civil-society-advisory-group-for-the-gap\/","title":{"rendered":"CALL FOR EXPRESSION OF INTEREST &#8211; Civil Society Advisory Group for the GAP"},"content":{"rendered":"\n<p><strong>Background:<\/strong><\/p>\n\n\n\n<p>In October 2018, a consortium of 11 global health institutions formally\nlaunched a new initiative with the release of <em>Towards a Global Action Plan for Healthy Lives and Well-being for All:\nUniting to Accelerate Progress towards the Health-Related SDGs<\/em>. Led by the\nWorld Health Organization (WHO), the institutions are responding to a request\nfrom the governments of Germany, Ghana and Norway.<a href=\"#_ftn1\">[1]<\/a> <\/p>\n\n\n\n<p>The Global Action Plan (GAP) framework was drafted solely by the\ninstitutions themselves, without the participation of civil society or other\nsectors. Thus, the Civil Society Engagement Mechanism for UHC2030 (CSEM) and\nthe Global Fund Advocates Network (GFAN) organized a two-day strategy session on\nthe GAP in December 2018 to consider how, where, when and with whom civil\nsociety engagement in the GAP \u2013 also referred to by some as the SDG3 Action\nPlan \u2013 can and should be undertaken. <\/p>\n\n\n\n<p>A total of 21 individuals attended all or part of the session in person,\nwith three others participating virtually by speakerphone. About two thirds of\nattendees were representatives from global or local civil society organizations\n(CSOs) that focus on advocacy for a specific health condition and\/or for\noverall health. The other participants were representatives from some of the 11\npartner institutions involved in developing the GAP.<\/p>\n\n\n\n<p>The strategy session\u2019s main objectives included the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>to raise awareness about the GAP, including where it\nsits within the broader landscape of global health-related initiatives,\nprocesses and priorities such as universal health coverage (UHC);<\/li><li>to provide a forum for partner institutions to provide\nup-to-date input about content, expected outputs and outcomes, timelines,\nstructures and other key elements of the GAP;<\/li><li>to identify opportunities for civil society\nconsultation before operationalization of the GAP begins;<\/li><li>to discuss how strong and meaningful civil society\nengagement might be structured and sustained; and<\/li><li>to begin development of a road map for collaborative,\ncoordinated engagement.<\/li><\/ul>\n\n\n\n<p>During the meeting, civil society participants agreed by consensus on\nspecific next steps. For <\/p>\n\n\n\n<p>more detailed information about the meeting and its results, please see <strong>Attachment I<\/strong>).The below action items\nrepresent the two most relevant to this EOI.&nbsp;\n<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>CSEM will serve as\nthe \u2018host\u2019 of civil society engagement with the GAP <\/li><li>CSEM will create a\nnew, separate advisory group for the GAP process and other potential civil\nsociety coordination efforts<\/li><\/ul>\n\n\n\n<p><strong>The Civil\nSociety Advisory Group to the Global Action Plan for Healthier Living Process<\/strong><\/p>\n\n\n\n<p>The CSEM and its partners are forming a special\nadvisory group of civil society and community representatives for its\nGAP-focused work. This new CS advisory group will be separate from CSEM\u2019s main\nAdvisory Group and could potentially help guide similar work by CSEM in\naddition to and beyond the GAP initiative, if such opportunities arise.\nInitially, the group\u2019s responsibilities will include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Design and\nimplementation of virtual and face-to-face civil society consultation processes\nfor the GAP<\/li><li>Consolidate,\npublish and disseminate civil society inputs to the GAP <\/li><li>Provide oversight\nof and facilitating the engagement of civil society in all GAP processes. <\/li><li>Serve as a liaison\nto WHO and other partners as part of its oversight role<\/li><li>Establish small\nworking groups for each accelerator and\/or different types of engagement<\/li><\/ul>\n\n\n\n<p>The group membership will be small made up of no more\nthan 8 individuals. <\/p>\n\n\n\n<p><strong>Eligibility Criteria:<\/strong> <\/p>\n\n\n\n<p>Any interested individuals should fulfill the following criteria:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Experience<\/strong> \u2013 Must demonstrate extensive\nexperience working in UHC advocacy and organizing and implementing similar\nengagement processes<\/li><li><strong>Affiliation<\/strong> \u2013 Must be affiliated\nwith and sponsored by a civil society organization<\/li><li><strong>Cost <\/strong>\u2013 The individual\u2019s\ntime spent on the advisory group should be covered by their affiliated\norganization. Travel to face-to-face civil society consultations may be\nsponsored by not guaranteed. <\/li><li><strong>Time Commitment<\/strong> \u2013 Individuals\nmust be able to commit their time to Advisory Group phone calls, virtual civils\nsociety consultations\/webinars and or face-to-face civil society consultation\nmeetings. Calls will likely occur on a monthly basis although the schedule will\nbe up to the advisory group to decide. <\/li><li><strong>Compliance <\/strong>\u2013 Only individuals who\nfulfill the EOI requirements and submit quality on or before the deadline will\nbe considered. information<\/li><\/ol>\n\n\n\n<p>We\nvalue diversity which includes affected communities, people with\nexperience at country level, gender, geography, generations (e.g., including\nyoung people), and cultural diversity among others not\nmentioned (ability status, religious background, sexual orientation\/gender\nidentity etc.). <\/p>\n\n\n\n<p><strong>Application procedure:<\/strong><\/p>\n\n\n\n<p>Interested individuals should send their expression of interest by email to Eliana Monteforte (<a href=\"mailto:emonteforte@msh.org\">emonteforte@msh.org<\/a>) with the subject Civil Society AG GAP EOI Submission <\/p>\n\n\n\n<p style=\"text-align:center\" class=\"has-text-color has-vivid-red-color\">Deadline <strong>Friday, February 1<sup>st<\/sup> COB EST<\/strong>. <\/p>\n\n\n\n<p>The EOI submission should include:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The individual\u2019s name, telephone number\nand email address<\/li><li>Name of the organization the individual is\naffiliated with or employed by<\/li><li>A motivation letter<\/li><li>A CV\/Resume<\/li><li>Letter of support from the individual\u2019s\naffiliated organization <\/li><\/ol>\n\n\n\n<p><strong>Selection Criterion:<\/strong><\/p>\n\n\n\n<p>Individuals will be selected base on the eligibility\ncriteria described above. The evaluation process will be completed by a select\nnumber of evaluators from the CSEM and other CS Constituencies. Any individuals\nfrom the CSEM and other CS constituencies who submit an EOI will NOT be part of\nthe evaluation team. Individuals should be notified of the results of this EOI\nby the first week of February. <br><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><a href=\"#_ftnref1\">[1]<\/a> The 11\ninstitutions include the Joint United Nations Programme on HIV\/AIDS (UNAIDS),\nthe United Nations Development Programme (UNDP), the United Nations Children\u2019s\nFund (UNICEF), the United Nations Population Fund (UNFPA), UN Women, the World\nBank, the World Health Organization (WHO), the Global Financing Facility (GFF),\nUnitaid, Gavi and the Global Fund to Fight HIV, Tuberculosis and Malaria\n(Global Fund).
