{"id":5682,"date":"2018-01-28T19:13:24","date_gmt":"2018-01-28T23:13:24","guid":{"rendered":"http:\/\/plataformalac.org\/?p=5682"},"modified":"2018-01-30T01:14:31","modified_gmt":"2018-01-30T05:14:31","slug":"engage-in-ccm-evolution-plan-feedback","status":"publish","type":"post","link":"https:\/\/plataformalac.org\/en\/2018\/01\/engage-in-ccm-evolution-plan-feedback\/","title":{"rendered":"Engage in CCM evolution plan feedback"},"content":{"rendered":"<p>In order to strengthen the Global Fund\u2019s business model, the Global Fund Secretariat has been asked by the Global Fund Board to examine how to evolve the current CCM model to better deliver on the <a href=\"https:\/\/www.theglobalfund.org\/en\/strategy\/\">Global Fund strategy 2017-2022<\/a>. This has also been part of the recent \u201cCCM Audit\u201d released by the Office of the Inspector General (OIG).<\/p>\n<p>The project will lead to a revision of the \u2018CCM Guidelines and Requirements\u2019, which the Global Fund Board will approve in May 2018.<\/p>\n<p><b>What are the different CCM Models? <\/b><\/p>\n<table width=\"752\">\n<tbody>\n<tr>\n<td width=\"91\">Contexts<\/td>\n<td width=\"121\">Models<\/td>\n<td width=\"540\">Explanation<\/td>\n<\/tr>\n<tr>\n<td>Standard<\/td>\n<td width=\"121\">1. High Burden High Relevance<\/td>\n<td width=\"540\">These are the CCMs where at least one disease burden is \u201csevere\u201d or \u201cextreme\u201d and where Global Fund relevance is high*. These are the CCMs in countries where those diseases are highly problematic and where the Global Fund play a very significant role (about 25 countries).<br \/>\n* The GF relevance is calculated based on \u201cGF investments\u201d compared to what the national government is funding<\/td>\n<\/tr>\n<tr>\n<td><\/td>\n<td><\/td>\n<td><\/td>\n<\/tr>\n<tr>\n<td rowspan=\"3\">Challenging<\/td>\n<td>2. Standard<\/td>\n<td width=\"540\">CCMs in countries that are under \u201cAdditional Safeguard Policy\u201d or categorized as \u201cChallenging Operating Environment\u201d which are neither \u201cChronic Instability\u201d nor \u201cAcute Emergency\u201d.<\/td>\n<\/tr>\n<tr>\n<td>3. Chronic Instability<\/td>\n<td width=\"540\">Precarious security situation relating to periodic political strife, governance change or weak leadership or localized conflicts \u00a0 as defined in the \u201cChallenging Operating Environment\u201d OPN (about 25 countries)<\/td>\n<\/tr>\n<tr>\n<td>4. Acute Emergency<\/td>\n<td width=\"540\">Humanitarian crises due to armed conflict, emerging disease threats or outbreaks or natural disasters as defined in the \u00a0 \u201cChallenging Operating Environment\u201d OPN (currently no country but allows for cases like Ebola crisis, civil war outbreak or natural disaster)<\/td>\n<\/tr>\n<tr>\n<td><\/td>\n<td><\/td>\n<td><\/td>\n<\/tr>\n<tr>\n<td>Transition<\/td>\n<td>5. Transition<\/td>\n<td width=\"540\">Countries with a relatively \u201clow\u201d disease burden, where the Global Fund investments are low compared to what the national government is funding (Global Fund relevance). Those countries are all eligible for \u201ctransition funding\u201d in less than 6 years. This group is composed of two sub-groups:<\/p>\n<p>a) Now Transitioning : countries with at least 2 components receiving transition funding or are not eligible (about 33 countries).<br \/>\nb) Near Transitioning: countries that will, with a high likelihood, access transition funding in less than 6 years (about 30 countries).<\/td>\n<\/tr>\n<tr>\n<td>Regional<\/td>\n<td>6.
