It was developed after several debates that took place in New York, Durban and Amsterdam. At the Amsterdam meeting held by the end of October 2016, the International Civil Society Support (ICSS) and the Open Society Foundation (OSF) organized a meeting of 35 activists and advocates from all over the world to discuss the need and methods to coordinate advocacy and mobilization, capacity building and communications to face this financing crisis.
