We hereby report that:

  • In November 2017, the networks of people with HIV (the International Community of Women Living with HIV–ICW Latina–, the Latin American and Caribbean Movement of Women Living with HIV–MLCM–, the Central American Network of People with HIV–REDCA–, the Latin American and the Caribbean Youth with HIV–J+LAC–, the Latin American Network of People with HIV –RedLa+–, and the International Treatment Preparedness Coalition–ITPC/LATCA) started a dialogue and articulation process with the technical and financial accompaniment of the Humanist Institute for Cooperation with Developing Countries–HIVOS–that resulted in the creation and consolidation of the Alianza Liderazgo en Positivo (Positive Leadership Alliance). Thanks to the grassroots forces of the member networks, as well as to the technical and financial support from HIVOS, UNAIDS, PAHO/WHO and UNDP, Alianza Liderazgo en Positivo prepared and submitted a regional proposal to the Global Fund named “Improving the quality of life and the enjoyment of human rights of people with HIV in Latin America, by providing access to a comprehensive and differentiated care in a region with States which respond effectively, offer quality services and improve their budget investment for a comprehensive sustainability of their response to HIV.”
  • On October 30th, the Global Fund notified their 3-year approval of our regional proposal. Thus, we wish to thank each of the structures, organizations and people involved at different levels for the achievement of this initiative. Besides, in addition to giving this excellent news for the region on the sustainability of services aimed at a key population, we summarize the proposal and the next steps to be taken.

Specific objectives

  1. To establish regional and national mechanisms to map, monitor and mobilize the increase of domestic funding for initiatives aimed at people with HIV, including key subpopulations with HIV, as well as to mobilize resources for organizations of people with HIV.
  2. To promote and demand the institutionalization of political, technical and financial strategies to reduce inequalities in the access to comprehensive health services for people with HIV in the Latin American region.
  3. ADVOCACY INFORMATION. To consolidate skills for knowledge improvement, as well as strategic generation and use of information on people with HIV, including key subpopulations with HIV, so that affected communities participate in decision-making processes and advocacy actions.

The results expected by the end of this grant implementation are:

  1. Regional and national mechanisms to map, monitor and mobilize the increase of domestic funding for initiatives aimed at people with HIV, including key subpopulations with HIV, as well as to mobilize resources for organizations of people with HIV have been established.
  2. Strategies and policies for the reduction of inequalities in the access to comprehensive health services without discrimination against people with HIV which consider the needs and specificities of each of the subpopulations have been institutionalized and implemented in at least 10 countries in Latin America.
  3. ADVOCACY INFORMATION. Key soft and technical skills for the generation, analysis and use, in advocacy strategies, of strategic information for the sustainability of civil society networks and organizations working regionally and nationally to improve the quality of life of the people with HIV in the Latin American region have been strengthened.

This programmatic proposal is developed following the four intervention areas specified in the call for proposals by the Global Fund:

  1. Increase in domestic funding for interventions aimed at key populations
  2. Resource mobilization for key populations’ organizations
  3. Reduction of structural barriers preventing key populations from accessing services, including stigma, discrimination and gender-based violence
  4. Improvement of the understanding, generation and use of strategic information on key populations, as well as on mechanisms for affected communities’ participation in decision-making processes and political advocacy actions

According to GF’s guidelines, the grant must be signed before December 31st, 2019. Therefore, negotiations between the GF, HIVOS and Alianza Liderazgo en Positivo would start in January 2019. For this, it is necessary to start a dialogue with the other partner networks which represent key populations to strengthen the approved proposal. Meanwhile, Alianza Liderazgo en Positivo and HIVOS expect to finish negotiations before June 2018 and begin with the proposal’s implementation on July 1st, 2019.

As organizations of and for people with HIV, we commit to informing about and providing details of the negotiation process and its completion. We also keep our commitment to continuing to work for the wellbeing of people with HIV, including other key populations, ensuring that the implementation of this proposal will help us fulfill our articulation, coordination and unity objectives, thus contributing to the consolidation of the regional proposal.
