In addition, the technical support includes a focus on Transition and Sustainability, preparing countries for the process of withdrawal of the Global fund from the LAC region.

Eligibility List 2017

The Global Fund’s Eligibility Policy is designed to ensure that available resources are allocated to countries with the highest disease burden and lowest economic capacity as well as to key and vulnerable populations disproportionately affected by the three diseases. Eligibility is determined by a country’s income classification, as measured by Gross National Income (GNI) per capita (World Bank Atlas Method), and official disease burden categorization.

HIV Information Note

The purpose of this Information Note is to provide guidance to Global Fund applicants on employing strategic investment thinking when developing funding requests for HIV-related programming for the 2017-2019 funding cycle. Applying the HIV Strategic Investment approach throughout the funding request design process is critical to ensure optimal resource allocation in line with the epidemiological context and to maximize multiplier-effects across broader health and development issues. It incorporates a human rights-based and gender-responsive approach.

Malaria Information Note

Publication date: December 2016

This information note provides guidance to countries eligible to receive Global Fund financing for malaria on the formulation of a technically sound funding request. The document is in complete adherence with and complements normative technical guidance from the World Health Organization (WHO) and partner organizations. Each section has been written with a focus on Global Fund requirements and been kept as short and concise as possible, with a view to providing easy access to essential information. Details of importance to some readers may thus have been omitted. In addition, this document focuses mainly on interventions for the malaria control phase as countries in this phase receive the bulk of Global Fund support. Access to more detailed guidance is provided via links to key documents in the Key References section at the end of this Information Note. The document will be updated over the allocation period to incorporate new WHO guidance or other changes of importance to malaria programming.

Overview of 2017-2019 Allocation

For the 2017-2019 allocation period, the Global Fund has adopted a refined allocation methodology to deliver the aims of its 2017-2022 Strategy and to increase the impact of country programs that prevent, treat and care for people affected by HIV, TB and Malaria and build resilient and sustainable systems for health. The allocation methodology drives an increased proportion of funding to higher burden, lower income countries, specifically for epidemics among key populations, the threat of MDR-TB, and for Malaria elimination efforts, while providing sustainable and paced reductions where funding is decreasing.

Detailed Explanation of the Allocation Methodology 2017-2019

Technical Brief Addressing sex workers, men who have sex with men, transgender people, people who use drugs, and people in prison and other closed settings in the context of the HIV epidemic

The purpose of this technical brief is to provide information to help countries prepare funding requests for comprehensive programs that address the continuum of HIV prevention, diagnosis, treatment and care for key populations.2 It should be read in conjunction with the Information Note on Strategic investments for HIV programs (2016). Section 2 outlines the rationale for key population programming.

35th Board Meeting Community, Rights and Gender Report

The work presented in this report reflects increasing capacity, commitment and collaboration with regard to community, rights and gender (CRG) at the Global Fund involving contributions from many teams in the secretariat, board committees, the Office of the Inspector General and partner organizations. Modular Framework Handbook

Publication date: December 2017

The modular approach is used by the Global Fund to organize programmatic and financial information about each grant throughout its life cycle, from the initial funding request from grant-making to implementation.

The approach was introduced with the new funding model and was implemented during the first year of the 2014-2016 allocation cycle. This handbook reflects the updated framework that will be used starting from January 2017. Modules have been updated to align with the new Global Fund strategy and in consultation with partners.

FUNDING REQUEST INSTRUCTIONS:
Tailored to Challenging Operating Environments

Publication date: February 2017

These instructions guide the applicant through the funding request application tailored to Challenging Operating Environments (COEs) and the supporting documentation, and should be read by all stakeholders engaged in the development of the request. A funding request outlines the rationale for Global Fund investment. For the COE context, it should be supported by the most up-to-date sources of data and information available, guided, where possible, by national strategies or Health Recovery Plans when available. It should also draw on an inclusive multi-stakeholder country dialogue process, where possible and relevant. The request must prioritize a country’s needs within the broader context and describe how implementation of the resulting grant can maximize the impact of the investment by reaching the greatest number of people and by achieving the greatest possible effect on disease control or elimination, within the given setting. Ultimately, emphasis of a COE funding request must be placed on feasibility of the proposed programs given the context, and in terms of achieving program objectives.
